ITEM:  Correspondence & Reports

Connecticut Association of Conservation and Inland Wetlands Commissions (CACIWC) will be holding their 25th annual meeting on Saturday, November 16, 2002.  If anyone is interested, they should contact Jeff Folger in the Planning Department.

There will be DEP workshops held on the following dates:

        Wednesday, October 30, 2002
        Saturday, November 2, 2002
        Wednesday, November 6, 2002

ITEM:  Minutes

The September 4, 2002 minutes were approved by general consensus.

ITEM:  Conservation Commission

Wildlife Sanctuary

There is a need to do trail cutting again this year.  The ideal time for this would be after the leaves fall and before the first snows fall.

Jeff told members that he would be purchasing equipment necessary to construct a new sign for the Wildlife Sanctuary.

The report for the Natural Resources Assessment on open space properties has been completed.  The report consists of the inventory on the six open space properties that the Town has acquired.  The inventory explains the wildlife and forestry products found on each parcel.  There is a Power Point presentation and pamphlets available for references.

The Commission discussed naming a portion of a parcel after Mr. Sherwood Waldron.  Chairperson Warren will write a letter suggesting this to the Town Council.

Jeff told the Commission that several teachers have approached him from Timothy Edwards Middle School interested in utilizing the detention basin to the south.  They would like to create an outdoor classroom which will consists of a boardwalk, observation platform and a walking trail around Orchard Hill and Timothy Edwards.  Grants, corporate sponsorship and projects for the Boy Scouts will be different ways to fund these activities.

ITEM:  Wetland Officers Report

Activity will begin within the Evergreen Walk property.  Anyone wishing to go on a site walk should contact Jeff.

ITEM:  Public Hearing

Jeff spoke with the applicant who informed him that the project has been put on hold.  The public hearing can stay open only until October 16, 2002.

Mr. Peter DeMallie came before the Commission to represent this application.  He explained that it has been discovered that there are no wetlands on the site, as well as no wetlands within the 80

Jeff stated that after speaking with the Town Engineer, it was felt that erosion control blankets on the basin prior to seeding would be beneficial.  Also Jeff told the applicant that mosquito control measures should be added to the plans.

Mr. Semprebon reviewed the erosion and sedimentation control measures that will be used on this site:

Standard erosion and sediment control measures.
Construction entrance pads.
Detention basin will be used as a sediment basin during construction.
Silt fencing downslope of the disturbance.
Silt fencing around stockpile locations.
Silt fencing around catch basins.
Erosion control blankets in basin.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on October 2, 2007.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

Mosquito controls in the form of a larvicide must be applied to the detention basin.  This application must be done according to accepted recommendations and proof of application be sent to the Environmental Planner or Director of Public Health.

Erosion blankets to be placed on the inside of the basin, prior to seeding.

We recommend a bond in the amount of $10,000 be submitted to the Planning & Zoning Commission to ensure Erosion and Sedimentation Control Measures.

We recommend a bond in the amount of $20,000 be submitted to the Planning & Zoning Commission to ensure establishment of the basin.


ITEM:  New Business

Appl. #02-58P Parksite Plunkett-Webster

Mr. Kevin Karate came before the Commission.  He explained that the company has been in business for 29 years and has outgrown the present facility that the company occupies.

Mr. Peter DeMallie came before the Commission to represent this application.  He explained that the company would like to purchase 18 ½ acres of the 49 acres site of the Gerber property.  They would like to erect a building that has 6,000 square feet of office space, 100,000 square feet for space for a distribution center, 7,000 square feet for a shed and 5 acres for yard and exterior storage.  The site would consists o 43% impervious coverage with a total of 44 parking spaces.  There is proposed to be a disturbance of 5 linear feet of brook in order to have an outlet for the detention basin and water quality at the end of the pipe.  There would be a disturbance of 0.01 acres of direct wetlands and 0.62 acres of disturbance tot he upland review area.

Mr. Galen Semprebon from Design Professionals came before the Commission.  He explained that public sewer and public water would serve the site.  The detention basin is oversized and larvidcide will be used.

Answering questions from the Commission, Mr. Semprebon explained that after pulling back the outlet, vegetation would be planted in the channel to protect the stream banks from erosion.  Mr. Semprebon also explained that there would be a rock berm in the detention basin, which will catch floatables before discharging off of this site.  Trap hoods will be installed on selected basins.

Jeff felt that the basin would have a net benefit for habitat and provide a wider riparian area than is currently there now.

Trap hoods to be installed on the catch basins near the parking lot,
loading docks and the last catch basin before the detention area.

Pull back the outlet location and create a length of open channel prior to discharge.

Inspection and maintenance of the detention basin must be done on a monthly basis for accumulated floatables.


We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure Erosion and Sedimentation Control Measures.

ITEM:  Old Business

Fine Ordinance

Town Attorney Barry Guliano came before the Commission and reviewed fine ordinances that he received from Tolland and Coventry.  After a full review of these ordinances, Commission members decided that a subcommittee should be formed in order to create a draft of the Town of South Windsor Fine Ordinance for November.  The subcommittee will consist of Town Attorney Barry Guliano, Jeff Folger, Chairperson Warren and Commissioner Phillips.
